It lets you keep playing the game in the sense that, it puts you to before you hit the Cerberus base.

Not unless they rewrite the endings. Which they likely won't, but it's a nice thought.

That'd be a no, at least currently. Even if Shep lives, he only does so by destroying all advanced tech including all FTL capability. None of your choices mattered.
