Anyone know where/how to get the patent license needed to access the data Conrad offers?

You have to have gotten it in ME 1, sucks I know. It's probably the ONLY thing I didn't get in ME 1. I had Spectre gear, why would I need an Elkoss license?

Sucks more knowing I DID get every license in the game and apparently it didn't import right.
