Two Questions about Ashley and Liara(SPOILER)

My first question is when will Ashley return to my squad, I can' t find her anywhere after she became a spectre. The other question is I don't want to romance Liara in my current walkthrough, but I'm picking the paragon options. While talking to Cortez it was easy to avoid a romance, but will Liara jump on me if I don't choose my dialogues carefully?(I played the first game if it makes a difference).

Ashley returns to the squad about halfway through the game. As for Liara, the romance option appears clearly during one conversation on the Citadel.
