The AI isn't typically intelligent enough to counter a flank, or change positions once they've been flanked. It would be a greater challenge if they could assist one another, and as they bantered between themselves (Cerberus) they actually did what they were saying.
I would have always assumed Cerberus under heavy fire would use blind firing techniques. I wouldn't personally, but they're so friggin rich they can afford the extra heatsinks.
Fighting Reaper forces has given me the most challenge (SP AND MP) while Cerberus is marginal and the Geth are.. dare I say lacking.
Just remember to always have a biotic, a physical combat specialist, and a tech specialist in your team and you'll overcome just about anything. (Soldier Concussive shot on a flailing burning enemy is an EPIC way to end a fight.)
But here's some tips:
An enemy under the affects of biotics can be detonated by Warp.
An enemy under Frost fire or Neural shock can be detonated by concussive shot.
Fire and freezing attacks are a godsend against armor and "Fleshies"
Disruptor and Overload can and will stun an enemy giving you precious time to fall back if needed. They're also extremely effective against shields and synthetics (Geth and some reapers are fleshier than others)
Everything is effective against barriers, but using overload/concussive will knock down a phantom.
Combat based: Try to offset your own personal ammo with a different ammo from that of your squad. Give your squad Incindary/warp/Armor piercing and give yourself Freezing or Disruptor.
Snipers: Aim for the sword.
Engineers: Your drone is your friend. It will buy you precious seconds while you concoct an evil scheme.
Vanguards: Don't forget about your team. You can do a lot on your own, but you cant revive yourself more than twice in MP, and death is permanent in SP.
Unity (first aid) will heal all health damage.
