the toggle is for cut scenes to avoid a "drinking through a mask" scenario. Combat is something completely different, don't want a helmet? wear Armour which doesn't have one.
Typical.
So I can't wear any armor sets other than the default, even though Bioware said SPECIFICALLY that there were going to be three options: off, off in convo, and on.
Right...

Essentially, saying they were going to do something in game pre-release and then not executing it their final product. Doesn't sound like BioWare at all.

What happened to it?
I'm sure it was said that there was going to be an "Always Off" option for Shepard's helmet. I see that squadmates have this option, so why not Shepard? It's not that much of a big deal as there is a "Off in Conversations" option, but permanent helmet removal for Shepard would be good.
I'm playing the PC version, so if there is a way to permanently remove Shepard's helmet via the editing of game files, it would be nice to know.
Lost track of this post after I figured out a workaround. See here

Everyone saying "Just use customizible armor like the N7 and take the helmet off HUR DUR" are COMPLETLY missing the point. We were PROMISED hide-able helmets for EVERYTHING, inlcluding the armor sets such as Terminus and Inferno. The helmetless models are already in the game, and there is literally NO reason why this couldn't have been implemented. Bioware goofed, simple as that.
Really, OMFG the lies, the horrible lies! The armor sets have always been a single piece not a set of items so I'm not sure why you expected to be able to hide the helmets.
As far as it goes, I hate the hide the helmet option. i flipped it on assuming that once again we'd be trucking about the Citadel is full armor but since, finally but I wasn't whining about not wearing armor in non-combat settings, I am not going in full armor and guns to the Citadel it actually feels awful to not have my helmet on in combat settings.

Seriously? I dunno, maybe because we were told MULTIPLE TIMES that we would be able to hide them even on the sets? Seems logical to me. >.>

You are so smart, why i didn't thought about your solution before!
Oh yes, because i try to solve problems and i'm not surrending to some dumb rules of a game. For example i want the inferno armor without the helmet because it is really ugly, so, stayig to your idiot answer i should not let my Shepard wear the inferno armor because of an horrible helmet?
If you have not a effective solution ora a link to a solution just shut up, it is better.

Seriously, did you really have to necro this thread just to tell someone to shut up? ....

Sad to see it didn't get fixed, even after a year.
