When on the mission where you find Jacob I had Garrus in my party with his 3rd outfit and for some reason he did appear in combat but he didn't appear in cutscenes. Sure it was funny when Jacob said "Hey... good to see you too." and the wall responds with "Staying out of trouble I see." but it is kind of weird.

Yep, same thing happened with me, he had the 3rd suit as well.

For me he disappeared in the grissom academy. He is in cutscenes but not for combat
