It's definitely the game itself being just too damn dark. I've tried every setting both the ingame brightness and all the adjustments on my TV. ME1&2 look great, then here's ME3 looking like someone came along and unscrewed half the lightbulbs.
Mass Effect 3 is too dark, especially cut scenes

Oh, I thought you meant dark as in storywise. Heh. Yeah, I do agree that sometimes the lighting could have been better. Honestly, I think the game could have stood about six months more development before being released.

Turning on dynamic shadows removes the "pitch black" from the shadows and gives it a more natural shade well for me anyway.

Can't recall the issue, only noticed that the game is generally much darker than the other two.

I had the same problem. I just turned ON dynamic shadows and it was fixed.

All my ME games look dark on the TV. I always need to put brightness up for them.

Check the Ingame options I recommend Upping the Gamma if you can
