So, currently I have a Silean Nebula: Rings of Alune quest, and a Dakuuna: Code of the Ancients quest, both of which involve finding objects in the Silean Nebula.

I'd looked everywhere, and when I look at the galaxy map, it actually says that I've already recovered 100% of all assets from the Silean Nebula. But clearly, I haven't. So I did the only thing I could and looked up a walkthrough video. 

The thing is, the moment I jump to the Silean Nebula, the first system I land in (Kypladon) is the only one I can access. Its outer ring appears to be red, and there are no arrows going out of it. Also, my ship seems to be restricted to that circle.

Is it supposed to do that? Am I just not far enough in the game? Or is this a genuine bug?

I think this might be a bug -- I have the same issue, and as far as the guide suggests I should be able to see the other systems. It's very strange, and a bummer, because there're at least two Citadel quests that are blocked.

It opened up later for me.

Aha -- for me, too, as it happened. It's weird, though, I haven't seen a cluster open up partially in the early game and say 100%, and then open up fully later. Oh well! Glad it's not fully broken.

I have not been able to complete the Dekuuna quest even right before the final plot missions. It doesn't show up.

scratch that, I just found it.
