Anyone else have Balak show up when he shouldn't?

See topic.  I let the hostages die and had Balak arrested, and he just showed up on the Citadel.  Apparently, I was supposed to see some other batarian instead.  Playing on PC.

Yes, I just had the same problem.
I killed him and he just showed up. Nothing we can do but wait for a save game editor or patch I suppose.

My guess - he somehow escaped imprisonment (possibly released due to the Batarian government demanding SOME kind of payback for Shepard not being executed), and thus he came back. Has anyone that flat-out KILLED the guy gotten the same situation?

Yes, I shot him... Multiple times.
Still showed up.

I arrested him too, in ME1, and saw him on that dock, so I wonder what conditions exist for him appearing or not?

Most likely the flag is just bugged.
Hopefully we don't have a Conrad 2.0 here.

I remember reading that there are very few flags related to Bringing Down the Sky in the save file, so I wonder what we learn about this issue.

No. When I shot him some other random Batarian turned up. However, when I had him arrested he turned up and I thought WTF? This is what the Alliance considers good prison security? In all honesty he should only turn up if you let him go and saved the hostages.

Personally, I find it pathetic how Conrad apologises to you in ME3 for accusing you of sticking a gun in his face in ME2 when Shep didn't in ME1. A few of my Sheps didn't and he did say this in ME2, but this was just a **** up in ME2, which I think they should have fixed in ME2, but instead they put this lame-ass apology in ME3...

Balak shows up unless you personally execute him. If you have him arrested, shoot him up and leave him to die, or any other situation he will live through it and show up. And if you never did the quest then he was obviously never apprehended so he will obviously show up. BSN: Making mountains out of anthills since...whenever this place was started.

Odd. I killed him and the random Batarian showed up.

Conrad died in both ME1 and ME2 supposedly for me, but showed up in ME3 along with Jenna.

I guess space magic brought him back?

The batarian hegemony scrapped up his body, through in some cybernetic implants, did some facial reconstruction surgery and he is back alive.

This is the type of thing that makes a game look rushed, Bioware. Either it's a sizable bug that they didn't catch, or they just left it in no matter what. I'm inclined to believe that it is the latter since the scene is almost entirely the same regardless of whether you played Bring Down the Sky.
