So, I am starting my Adept and before I reach the Citadel I'm wondering which is better; Blood Dragon Armor or Inferno Armor?

Inferno Armor by a long shot. As much as I hate to say it, BDA only provides a 10% cooldown buff, Inferno Armor provides a 30% cooldown buff. BDA might provide more shields, but as an adept, you shouldn't be getting hit a lot since you should be killing enemies relatively quickly.
Edit: Not a big fan of the Inferno Armor's artwork. I've been spending a total of 3 hours trying to figure out how to switch the armor buffs and stat descriptions between BDA and Inferno Armor. Still no luck.

Should also consider that cooldowns aren't really a problem if you upgrade your weapons anyways. I think both sets are really good, but it comes down to preference really.

For a Sentinel or an Adept both are quite well... still I chose BDA for it's graet design, boost on shield to run to the battle without being concerned of getting hit on your health.
I f you take BDA and only the Avenger X you can kill a enemies every 5 seconds without shooting once... If you take Liara and EDI with you, you can kill three enemies in under 6 seconds without any shooting.

BDA has 20% more shields, but 20% less of a cooldown reduction. So it's a matter of preference. Since there's a few major ways to reduce cooldowns already, it all depends on preference and playstyle.

BDA looks way better but it's a matter of preference though.
Like sometimes I like my Shep to wear the Reckoner Knight Armor, just because it looks like it belongs in DA or something.

BDA For the looks! Dang stats really don't concern me, i tend to kill the enemies regardless. Inferno for good stats tho.

If it's purely Cool Down Reduction you are after (CDR)
Head - Archon Visor +10% CDR
Chest - Rosenkov Materials +10% CDR
Shoulders - Rosenkov Materials +10% CDR
Legs - Rosenkov Materials +10% CDR
Some of the purchased armors in game can make some VERY good tailor made sets.
