Haven't seen anyone else encountering this bug, so I wanted to at least make mention of it for the record. I think Steve appeared for the drink we were supposed to share at Purgatory after the scene at the memorial wall (the lighting makes it difficult to tell with all the other Alliance officers there), but I couldn't interact with him. He'd asked me through e-mail and in person, so it's not as if I didn't get the triggers, but I couldn't actually get the drink.
