Note: "X:\\" is the partition of my hard drive for games. I configured Origin accordingly.
I have read similar problems on the EA forums (http://forum.ea.com/...st/8238677.page - Unsolved) and on the Bioware forums (http://social.biowar...index/9303496/1 - Solution didn't work for me).
The Bioware forum post recommended adding certain keys to the registry, so I copied the following from my working laptop to my unworking desktop as recommended:

This still did not fix the problem.
Other things that I've tried:
- Installing from DVD.
- Installing from download.
- Installing from DVD files copied to HD.
- Installing as administrator.
- Reinstalling Origin.
- Calling the EAProxyInstaller.exe from the command line with the same arguments.
- Calling the EAProxyInstaller.exe from the command line with different arguments.
- Calling the Touchup.exe from the command line with the same arguments.
- Calling the Touchup.exe from the command line with the different arguments.
- Adding above values to the registry that were copied from my laptop.
- Adding every value for Mass Effect 3 to the registry as found on my laptop.
- Removing values all Mass Effect 3 values from my registry.
