Do they effect number 3 at all? For example I romanced liara in the first one and Miranda on the second one can I romance whoever I want to on number 3 or am I stuck with Liara or Miranda? For example I ignored jack on number 2 can I romance her on the third? Thank you.

The characters from ME2 arent in the game enough to start a romance with them. You can either continue a romance if you started it with them previously or break it off.

Basically, the way it works out:
ME1 - If you romanced Kaidan or Ashley, you can rekindle the romance. You cannot start a new one with them. If you romanced Liara, you can continue that romance.
ME2 - You can continue the romance with any of your ME2 LIs, but you can't start a romance with one you weren't in a romance with before.
ME3 - Regardless of who your love interest was in ME1 or ME2, you can start a romance with Traynor, Cortez, Allers, or Liara. I'm not sure if Allers is a fling or an actual romance since I haven't seen hers yet. Liara will be a LI option whether or not you romanced her in the first game.

Well I suppose it's worth noting, you can start a new relationship with Kaidan if you're a maleshep.
But no, you can't romance Ash unless you romanced her in the first game.

I don't think that it'd be fair to say you can continue with Thane. Which means if fem Shephard romanced Thane in 2 and no one in ME 1, does that mean she's out of options this time around? (not counting females, ugh..)

I think you can still romance Kaidan if you didnt before. You cant romance Ashley to my knowledge though unless you did in ME 1 originally. I havent had the motivation to really verify much of anything.

I don't understand, I romanced Ashley in one but I didn't get the chance to do so in ME3.
I tried talking to her every chance I had between missions but she would just keep talking about the mission.
