So, I was doing some sidequests on the Citadel and when I found Aria I decided to gather the Terminus clans for my war against the Reapers. However, the Eclipse quest seems to be bugged, or am I mistaken? Here is what I did:
So I talked to Aria about the Eclipse. Aria told me that I had to pull some strings with Bailey to release the Eclipse leader.
When I went to Bailey, he said that the Eclipse leader is insane. So I decided I wanted to see her for myself. Bailey told me I should go to his assistant at C-Sec down at Presidium Commons.
So I went to Bailey's C-Sec assistant. He showed me the Eclipse leader on a vid-com. She told me that I needed her because her second-in-command was not as capable as her. However, she was clearly crazy, so I figured I'd let her rot in her cell and recruit her second-in-command instead.
After talking to the obviously crazy Eclipse leader, Bailey popped up on the same screen, asking me if I were convinced that this woman was crazy. I agreed that it was too dangerous to release her and that I had to find another solution.
And now it seems I've hit a dead end....
When I talk to Aria, she keeps telling me I should release the Eclipse leader by convincing Bailey.
When I talk to Bailey, he keeps asking me if I've already spoken to his C-Sec assistant (which I obviously did).
When I return to the C-Sec assistant, he doesn't do anything. I can't even talk to him.
So... what do I have to do now? Is this quest bugged? Or am I missing something?

you must go to the refugee camp. in the back is the "leader" (where the AI of shep is) of the eclipse. speak to him. and then the quest ends when you leave.

The problem is the quest system in the game not making it clear what you have to do because either it's not updating properly or it wasn't designed to. I had the same problem with this quest and the Hanar indoctrinated spy as well as the Elcor home world. The quest descriptions are, for lack of a better word, poor.

I had trouble with this and many side-missions as well. But mine is still bugged. After talking to the second-in-command, I did not get credit for compeleting the mission. So I tried and tried... Just gave up.

If you interrupt their dialog it just means it needs to be reset. I forgot what I did but I ran into this as well with Chawkwaz wanting something. I think it was for the refugees getting medical supplies.

I have the same problem here. I talked with aria, with the asari in prision, and with the salarian in the refugee camp... but nothing happens... i'm still waiting the "quest complete" xD

when you're about to leave the dock area bailey contact you and tll you the councillor withdrew the order to release the crazy asari that's when you get credit. At least I did.

Yeah all this has happened to me also. I talked to the second in command, but never get contacted by Bailey.

Really missing a console feature in my 360 version so i can just manually set the trigger or something.

I too have the Salarian leading them mech'ed-up mercs in my game.
So, I guess one problem area is after that vid-conference in the Commons with that insane Asari then Bailey.
After that, you gotta get to the Salarian in the Refugee camps, and then get an update when you go through the check point back on that level to the elevator, IIRC.
And I'm on the 360, dunno if that could matter or not with any potential issue with this one.

use your map. important people (aka: quest targets) will appear by name in the maps of the citadel/normady. use that to help out.

problem is theres no salarian to talk to in storage area A, neither will the braindead C-sec officer respond to any of my calls

There is a bug where if you saved your game right after talking to the second-in-command and then quit, when you start up again the mission-completing message from the C-Sec officer won't play, making the Eclipse and Aria missions impossible to complete.
I sent a message to one of the main Bioware board admins saying it would be helpful if there were a locked informational topic thread where Bioware could update players on known bugs for each platform version of the game. It would help us know that they are actually listening and aware of the issue, and probably prevent redundant posting as well.

I confirm that this quest can be completed, no bug found. Get the credits and Bailey praise when I'm about to leave the Holding Area.

Did you save right after talking to Sayn and quit, before approaching the elevators? That's what I did, and when I opened the game again I received no message from Bailey and the mission will not complete. You cannot talk to any of the other people again either.

I can also confirm this bug, saved and exited to play multi, reloaded and the quest wont complete.

The problem of this quest is that you won't get immediately the credit for it. I had to go to the exit from the D2 area in order to get it and unlock the war asset. (I got it before I entered into the elvator). Therefore I also thought I was running into a bug in that moment.
Therefore I suggest anybody after talking to second-in commander to do nothing else but to go out immediately. Perhaps if you wait too much, or do something else before you go out from area you can lose it. But this is my speculation.

Its a bug, I was doing the Hanar investigation mission at the same time, I think that's what threw Baily off of calling me. Needs to be fixed.

After you prop up the new boss you have to run back to the security checkpoint, Baily should call you then.
