same problem here,
i decided to leave the Asari in jail, then talked to the 2nd in command and completed his dialogue (he accepted to become the new Eclipse leader).
then i saved the game and exit
after i came back no message from Bayles, no more active characters for this quest, simply impossible to complete it
anyone knows about a fix?

I have this problem as well. I decided the asari was crazy, so I left her locked up. Then I went downstairs and spoke to the second-in-command. He agreed to take over, but I never got a message from Bailey while walking to the elevator. I know I saved right after the conversation, but I don't think I quit. I was also doing the quest about investigating the Hanar at the same time.

Add me to the long list. Did everything, even got the message from Bailey before leaving the refugee area. I did not save or quit anywhere in this mission, yet I leave the area and do not get the credits or quest complete.
Man, first I have an issue with the 2nd disk of my Collector's Edition being defective and now I seem to be hitting all the bugs. Really disappointed.

Same problem. I'm convinced it's a bug because after leaving the Asari in jail and having the second in command take over Bailey never contacted me. I did not save before it completed; I merely walked away after the dialogue and no call from Bailey. When I go to see Bailey, he tells me to talk to his assistant. I go to the assistant (in the same place where I initially decided the Asari was crazy) and he is not someone I can 'Talk' to or 'Activate'. Clearly a bug and it needs fixing. I hate having one side mission incomplete due to no failing on my end but a glitch.

yep talked to second in command. Then went to talk to the Blue Sun guy saved before talking to him clicked the wrong thing loaded back. now its bugged, Guess just hope for a patch.

I'm 14 hours in and this mission will not complete, I don't really want to start all over again, can you still go to war despite not completing a key war asset?
If Bioware does read these posts, are you able to investigate and patch this issue. There are dozens of posts about this issue, and only you can do something about it.

yeah you can still go to war just fine. You'll just be short about 50 war assets
