Although, let's be honest, the only dignitary we all care about (URDNOT WREX YO) doesn't need weapons to mash everyone else into a fine paste. It's a good thing he has a lot of self-control.
The scanner was a disguised loading screen, right? I can't think of any other reason for it, but I can't really think of why they needed a loading screen there anyway.

Hmm, that's probably what it is. But if that's the case, I still feel like they should have put it right outside the airlock. That's quite a walk between Point A and Point B, which provides plenty of opportunity to start shooting people.

Yeah, pretty sure that's what it is gameplay-wise. They do seem to have oddly-placed loading screens in ME3.

The scanner thing next to the war room is actually a loading screen. pretty sneaky of them, but that is why it exists.
