You get that helmet in the Cerberus base.

 New Game + (AKA import ME3 Character).
You keep any wepons or armor you found the first time around.

No. In a NG+ you have to use whatever class was used in the first playthrough.

Good to know, now i wonder if i grabbed it. Right now i am doing a Dragon Age run for both games with DA2 I am aiming to getting platinum because I just need the 2 crafting trophies. So I dont know if i have that helm, suppose i can check next time i go play MP with my friends lol

Well Femshep doesnt even get Vega so she doesnt get alot of action in the Romance section and even less if you use a Femshep that starts in ME3. A ME3 Femshep only gets Kaidan and Liara. 

EDIT: She also gets Samatha Traynor, almost forgot about her for ME3 Femshep

And doesn't ME3 MaleShep get the same amount? Ashley, Liara, Steve. I guess he gets one more if you really want to count Allers.

I think that was the case in Mass Effect 2, but I thought you could choose in Mass Effect 3.
