Maybe since the scientists were stranded at the beginning of the war after the Reaper surprise attack and the Protheans presumably didn't find the plans until after the Reapers attacked them and caused them to go looking for something to kill them with in the first place, the scientists just didn't know about it?:huh:

I'm not sure if that made sense to anyone but me so I'll put it in a timeline in case that works better:

Possible Timeline

1) Protheans live out life, know nothing about Reapers
2) Reapers activate Citadel and come out of Dark Space, destroying records about Ilos in the process
3) Protheans begin looking for ways to defeat Reapers
4) The scientists are fairly isolated, realize what happened, quietly withdraw as much knowledge about themselves as possible, with the only references to them being stored in beacons, and enter cryogenic sleep
5) Crucible plans found, expanded upon, and are attempted to be completed
6) Plans fail and most of Prothean life is wiped out
7) Researchers on Ilos realize a viable population cannot be sustained with the numbers they have left and begin sacrificial moves to establish a connection with the Citadel and rewrite the keepers so the Reaper's signal will be rendered ineffective

There, that would make sense right?

Vigil would have known that stopping Saren & Sovereign re-activating the Citadel Relay wouldn't have been the end of the Reaper threat. Even if Vigil didn't know about specific Catalyst Plans, they'd have had something going for them - they'd unlocked Relay tech for chrissakes!

If these truly were the finest scientists of the Prothean species (along with all the other best and brightest) it's odd that the plans would be found and come so far in their absence. And even if you're right, Shepard ought to have at least mentioned Vigil's lack of info.
