He's there. There's a side quest relate to the Volus leader being a traitor or something... at the end he pops up. You then meet at the refugee camp.

You can also talk to him at the base on Earth before the final fight. Find a door on the ground floor and talk to the comm officer.

You just missed him, he's there, not only that he's part of the War Assets as well, you get to speak to him a bit in London too when you can give some speech to most people.
