I have this problem, I've imported a savegame from ME2 which was lvl30, so I'm lvl30. But during the mission at the STG base the game crashed and when I came back and loaded the autosave I suddenly was lvl1 and all my powers were locked. I started from another savegame which was 30 minutes back.
Suddenly my lvl dropped to 1

it seems to be a resume game bug. happened to me (and some others on the forum) a couple times so far after dying and resuming game. Probably related.

This has happened to me as well. I am not happy at all. I am suddenly level 1, my character is the default Shepard, I have no money and no fuel.
