I had the same issue. I spent microsoft points on veteran/spectre packs and all of my unlocks have disappeared. So now I've lost my microsoft point (money) and have nothing to show for it.
I contacted support about the issue with live chat when it happened. I was told it is a known issue and while explaining I lost packs I had bought with microsoft points (money) as well as in-game credits the support representative closed chat on me quickly. I contacted them via the e-mail option after that, because my problem wasn't resolved and the way the representative closed chat on me was very rude. That was well over 24 hours ago and I've had no reply.
I doubt they unlock the items for you again (they'd have to track the unlocks everyone made, which would be a lot of information). They ought to reimburse you; however, I'm now a little skeptical that they will do anything. Maybe the issue will at least be patched soon to prevent more people from losing their multiplayer progress.

*Edit* I tried customer service again. Allegedly uninstall/reinstall has worked for some individuals. I tried clearing my systems cache, and deleting the mass effect 3 save from my harddrive on the 360. It didn't work for me, I'm now waiting another 24 hours (72hours will somehow solve things?); however, it might work for others.
