Since the Human infiltrator doesn't do power damage aside from the grenade, how does the increased power damage from Alliance Training affect the damage bonus on the Tactical Cloak?

Before I spend more points I'd like to know if I'm wasting them trying to boost my damage increase from the "Assassination" Tactical cloak.  I know that I increase my damage with stronger weapons, cryoblast and cloaking, with that combination of abilities dealing some high damage, but it seems that those options rarely get me kills.  It seems assists are about all that I get.  >_>
