I imported my character to ME3 and the achievement Battle Scarred did not activate. I'm well past getting access to the Galaxy Map. Anyone else have this issue?

Battle scarred is only unlocked by doing one of these things.
Promote a multiplayer character to the Galaxy at War or import an ME3 character.
Basically either play the Co-op and figure out how to promote said character to Galaxy at War or import your ME3 character again after your first play through.

Ah, sorry, misread it. We have to import ME3 character, not ME2.

Yep. So if you are playing from an ME2 import you will have to re-import that shepard from the end of your first ME3 play through to get the achievment to unlock. The other way is to play Co-op Multiplayer. Either way...
