You have to advance the main plot to get more areas open.

if that is what I am thinking of (where the Volus homeworld Irune is located) then it is somewhere in the area dubbed "outer council space" on the war map. In fact, checking your Galaxy @ War map on your profile can be helpful as it tells you where some homeworlds are and can be used as a reference point.

I find it curious that I can't find that cluster either and I've had a quest there since first time I arrived at the Citadel. Book of Plenix. Usually systems become avalable when you get a quest there so I think it is a bug.
