So Sovereign said the Reapers were the pinnacle of evolution, each one a nation, independent.

So how in the hell can shepard or the catalyst control them? Did Bioware run out of money to pay its writers or something?

apparently they switched writers. which is normally why which is why in every series nothing every stays connected.
**why didn't they let Drew Karpyshyn finish his story he made from ME1 and 2 changing head writers sucks! **
