For "more developed characters" - tie between EDI and Hackett. Man did Hackett step it up in this one.

Cortez! Cortez! A thousand times, Cortez! He and Vega were quite epic, banter wise. I enjoyed a lot of the new characters a lot, but Cortez was easily my hands-down favorite, my break-out ME3 character.

Didn't get the DLC, so no opinion on "Prothy"... but most of the other new characters are really good. Sam, Steve, James, Eve... love 'em all.
The one that kinda failed for me is Kai Leng. Him and his silly little sword. Guy is supposed to be N7, not some wannabe ninja...

Man. I love the new characters on the Normandy. But especially James. He is such a tank.
And got to love EDI. Although the AI-learning to be human sci-fi trope has been done before. Still I like EDI.

James Vega, even though I already knew I would love him.
I also liked Javik, he was an interesting character, even though my first play through was paragon Shepard and a lot of the stuff he was saying was pissing me off.
I think Steve Cortez was REALLY well done. I'm shocked how much time and effort was put into his character to make him feel like a real part of the crew and story.
