She's supposed to be in the embassies area, according to the map, I've gone through the whole area several times, no sign of her, so, thats two elements bugged for me.

Maybe you've already checked, but you talk to her via hologram in the Spectre place. Use the console to the left of the two normally functional ones; it's otherwise never used.
