I play as an Engineer and I have upgraded Incinerate to rank 3.
The recharge speed is 16.53 sec.

This page say the recharge speed should be 4.44 sec or 3.9 sec.

how many weapons have u equipped? the heavy the weight thing in the loadout the longer the recharge timers

Oh, I had no idea.
I have 4 weapons, I guess it's me then?

Ha ha, just went in to the loadout screen and I don't understand how I could miss it.
Power recharge speed -131% with big letters in the middle of the screen.
