Also make sure ur "Origin" Version is up to date and you also have gotten the 2 smaller updates for ME3 if it shows up in ur game list. (right click the ME3 icon -update)
Initially I was concerned the release check would fail on me too because it felt/ looked/ sounded "wonky" (it blinked and played 3 error sounds and then dissappeard without any message/ status indication and after the first ME3 patch it was doing the release check again with the same behaviour, but somehow it all worked out and I didn't ran into these issues, but it sure "felt" done "unfavorable").

Are you maybe confused by the fact if you try to install the game from the DVD it opens up Origin (which might look like it is about to download the whole thing through Origin, which it ain't "Origin" just aids/ handles the installation)? That would be "normal".
If it still would be an issue with the release check it might help to uninstall and reinstall Origin setup exe with admin rights and make sure it updates itself (also running the then installed Origin exe with admin rights!). Also make sure u have the Origin option checked that downloads beta versions of itself if available!

You shouldn't have to download the complete game online at all!!

(custom document/ system folder locations can also cause issues)

For me it was a broken documents folder link in: "currrent_userSoftwareMicrosoftWindowsCurrentVersionExplorerUser Shell Folders"
First make sure you have a documents folder in your Win7 profile, top right of start menu. Also make sure you have no problems with your 'Personal' folder. See 'thestarryskyisthelimit' here: http://answers.micro...eb-ef3fe7d24893
Once I repaired my documents folder link (just having a folder called my documents or adding it to the documents library isn't enough) I could use the DLC.

Put in DVD.
It automatically started Origin.
Then I was asked to type product code/key in order to activate.
Got message that product was successfully activated.
Then I can't recall exact wording, but it was something about my disc not matching with activation code.
Anyways because game was already in activated games list in Origin I just downloaded it via Origin.
Case closed.

"1. - If you got to this thread that probably means that you already activated your game in Origin, and started the download. If not, do so, and exit Origin.
2. - Backup and delete all files in following folders. Leave the folders and subfolders intact:
[Origin Game install folder]\\Mass Effect 3\\
[System Drive]\\ProgramData\\Origin\\DownloadCache\\ (or the appropriate subfolder of Application Data in Windows XP)
[System Drive]\\ProgramData\\Origin\\DownloadCache\\{ [your mass effect 3 account email address] }
3. - Copy "Mass Effect 3.zip" from DVD 2 and "Mass Effect 3.z01" from DVD 1 to a temporary folder. You may skip this step, if you can handle multipart archives from DVDs.
4. - Extract the zip files to [Origin Game install folder]\\Mass Effect 3\\ . You can use WinRar, 7zip, Total Commander, etc. Some files will have CRC errors, that not a problem, click OK/Continue.
5. - I'm not sure the following is needed, but I did it anyways: I've cleared "Read-Only" attribute from all files in Mass Effect 3 folder using Total Commander.
6. - Start Origin and resume/restart download (which should last only a few minutes now). If you get problems (Installation failed on 99%) that means that you haven't cleared everything in step two.
