I actually just finished replaying my Mass Effect 1 save a couple hours before starting up Mass Effect 3.  Udina states that the new council, if you kill the old one, will be a "Human council".  I expect he meant an *all* Human Council - at least, that would explain why in Mass Effect 2, the Turians, Asari, and Salarians are referred to numerous times as "former council races".  I also recall there's a conversation with two Asari on the Citadel about how the galaxy sucks because the Human council doesn't care about the former council races...

So my question is, why is the "new" council in Mass Effect 3 the same council races as before?  And why doesn't Udina already control the council?

Is there any explanation for this in-game?  Or was this fact just forgotten about/dropped?  Because I was reeeeaally looking forward to a playthrough with an all human council.
