So...  The Crucible.

1.) The Prothean VI reveals that they didn't invent it.  Instead, it was revealed to them from the ruins of an earlier civilization, who had it revealed to them by an even earlier civilization, etc... for countless cycles.

2.) The Prothean VI also claims that the Crucible requires the Citadel to work because an earlier species determined that the Citadel was the only way to feed the enormous power requirements.

3.) No one knows quite what it does.  What we eventually learn by using it is that it opens access to the master controller of the Reapers, which is hidden inside the Citadel.



4.) Given #3, it seems obvious that the Crucible doesn't require the Citadel due to power requirements.  Instead, it requires the Citadel because that's where the master controller of the Reaper is located.  Ergo, the Prothean VI's claim that the Citadel is needed due to the power requirements is clearly not true.  And that means that an earlier race didn't decide to add the Citadel after receiving the Crucible plans from its predecessors.  Rather, it's likely that the Crucible has always required the Citadel.

5.) Given #3, it seems clear that whoever built the Crucible knew about the presence of the master controller hidden inside the Citadel.  But the master controller makes it clear that none of the races being reaped had ever managed to reach him, which suggests that none of them even knew of the master controller's existence.

6.) The Citadel is required to activate the Crucible.  But the Citadel is always the first thing to fall to the Reapers, as the Reapers intentionally set it up as a trap for the emerging races, and the Keepers are supposed to allow the Reapers to emerge directly on top of the Citadel.  So the critical piece for the Crucible is always the first thing that the Reapers seize.  That didn't happen this time because the Protheans on Ilos tampered with the Keepers.


As a result of the above, it seems likely that the race that created the Crucible is, in fact, the same race that created the Reapers.  Clues were then left scattered around the galaxy for races to find so that they could build the Crucible on their own.  The catch was that without the Citadel, they would be unable to use the Crucible.  And the Citadel was always the first thing to fall to the Reapers.  As a result, none of the races that built the Crucible were ever able to use it against the Reapers.


That of course leads to the question of why the race that built the Reapers also built the Crucible.  But there are enough questions in the story already without worrying about something like that.

I think it was what the Catalyst said, they built the crucible since if a cycle was able to successfully stand against the Reapers then a new solution would be needed to keep people from wiping everything clean out.
