It kind of doesn't make sense... even though my body tells me I like it. Only 3 or so years has happened between ME1 and ME3, I don't expect boobs to grow on adult women, no less in a 3 year period.

As for the female characters, someone in the BW art department clearly has a lot of affinity for D-size breasts or larger. I personally find it unbecoming to tack that on to so many female characters but it's a trend they built up to over two games. I think the Asari get a pass since sexuality is such a big part of their culture, but the others only have large chests for the sake of titillating the male half of the audience.
