As in hypersexualized. We've got a whole litany of examples to draw from here, especially in the fighting and action genre.
EDIT: The first time this was especially odd and jarring for me in ME was with the design of Benezia re: her cleavage. Moments like that make it extremely hard for me to take the story serious at times.

For every 50 Lara Crofts, there's maybe one of these

So yeah, it's a questionable design choice.

No it isn't. Moot means debatable, not void. Your point was established on a completely invalid claim that I was policing the image of women by agreeing with some of them about some aspects of the said characters' design in this discussion being ridiculous. The one I made (re: objectification) has years of evidence to back it. Yours? An assumption that clearly was a bit premature. I'm glad we've kept this civil though.

In general, video games, comic books etc. are tailored to the tastes of their largest audience: adolescent-to-thirty-something males. It can get pretty silly, like Counselor Troi(or 7 of 9 or T'Pol)'s "special" outfits on Star Trek. But, well, you're playing a sci-fi video game about saving the universe from giant bug monsters and sleeping with blue chicks. The whole thing is inherently silly.
I agree that there ought to be more bewb diversity though. Smaller ones are quite nice, really.

Female characters just generally seem to have their ladybits further inflated between each game in the series. It's not sexy, it's weird. It also looks a little exploitative when they do it to the main character, or plainly just bimbo up a series staple like Ashley.
It could be they just hired character designers from Capcom or Tecmo, I guess. In which case you are forgiven, but please add realistic breast bounce for maximum creep.
As for poor Chobot, I think she took a nose dive into uncanny valley, joining her sister in gross digitalisation - Yvonne Strahovski.
