Ah yes, concrete. The space-iest of all materials. I mean I can't count the amount of space stations in sci-fi made out of concrete. Seriously, I've tried counting it and literally couldn't!
And really, let's see what we need to assume to say that Shepard's breathing scene happens on the Citadel:
1. The IT is false (unless you create some REAAAAALLY contrived way to tie it up)
2. Therefore, everything shown to us in the ending was real.
3. Therefore, the Citadel actually exploded.
4. And also Shepard should've died just because "he's also partly synthetic"
5. Therefore, the Catalyst flat-out lied, despite his other words being true.
6. And also the Citadel explosion, taking out the entire section where he was in, didn't kill Shepard.
7. And the Citadel explosion didn't destroy the Citadel.
8. And didn't even destroy its life support systems, since the air and gravity are still there.
9. And the explosion threw Shepard (without killing him) into a completely different place, since there was no concrete structures in the three-choices level.
Really, if you're debunking IT just say that the Catalyst teleported Shepard in the moment of explosion, saving him from the Red Space Magic Wave and imminent death from explosion, lack of air or depressurizing. It's stupid, but at least it makes SOME sense.
