That is correct. The cloned rachni queen is not there to give you a second chance at saving the rachni, it is there only to justify the rachni husks you see all over the game.

Some problems with that:
How did the VI know to take the form of the child? Was it in Shepard's head? Nasty idea right there.
VIs aren't AIs, VIs do preprogrammed repetive stuff. The StarChild states that the Reapers are his solution to a problem. Who created him then? If he is a VI then his logic is faulty to a terrible degree.

I think it's the same as when Shep entered the Geth VR, Shep uses er own memory to fill in things, maybe it isn't actually a kid but she just perceives it as one, or the reapers user her memory to project things she's familiar with.
