Not concrete : resilient material. I don't even think that the whole Citadel is made of this "resilient material", this mostly applies to describe its hull, being able to sustain considerable damage.MrFob wrote...

Hey, it's the only piece of concrete we got. Might as well use it.
Shep is lying on top of debris, he would have to have fallen down after some of it, so Shepard can withstand the same explosion that cracks material so strong that they use it for the hull?
Also, you are just assuming that they use it only for the hull, the codex says "THE CITADEL" not "THE HULL OF THE CITADEL".
Also.. wouldn't Shep have been standing on the hull?

They're great, after being a believer since March 9th, I have a full understanding of the I.T., just about everything can be explained through it.

I don't know about the hull crashing on Shepard. But if we accept that the rubble around Shepard fell from above him, why are the blocks above his head breaking up and falling over him such a stretch?
EDIT : Don't answer that! I read it wrong.

Can we convince them to hang themselves before they go to trial then?
I would edit that out man, it's a little harsh, we don't need to start getting attention from the mods.

It's tough to say from the vid actually. There is definitely debris under him/her but also all around and possibly above body parts as well. I'd say Shep is just right in the middle of the debris.

Looks like he's lying at an angle, maybe he fell on a ramp? It's a REALLY big ramp then!!
Isn't the way to the control and destroy option placed on a ramp from the main pathway?

Come to think of it. If you watch the scene again, Shepard is actually partially burried under rubble. His arms and legs seem to be pinned by the slabs of concrete. It's not very clear though. The cables are coming from above as well.
One thing that bugs me though. What happened to the big bright blueish light from the beam? The last scene is really dark. I haven't seen this brought up before.

He's lying in an upright angle, he must be leaning agains something right?

Just like how the beam is in the bottom of a bowl shaped valley, that proves nothing.
