I actually think you made an argument in IDTs favor my friend.
I'm getting into a "bad" habit of doing that.
But on control, do I think TIM could? No, I don't.
First off, if TIM is using biotics, he's using them to a degree which is beyond anything, (that I'm aware of), that has EVER been used in the ME universe. Biotic powers are often chaotic and require intense concentration simply to secure rudimentary control over a singular object. Furthermore, Reapers have never been witnessed using pure biotic abilities, (although their energy sources may have some basis with them). The odds of his powers being both Reaper and Biotic seem slim.
When it comes to historical accounts of Reaper "Control", implants are required to even secure indoctrination, (which is not, truly, control). Direct Control seems to attack both the mind and body of the implanted individual, and if the implant/biological relationship isn't right, the body is destroyed in the process, (Saren). Othertimes it would seem that the controlled being can be forced to self-destruct to prevent reverse engineering of the tech, (Collectors).
Rapid implantation appears to result in the deterioration of the biological physical form, (note the victims of the Shanxi artifact), and rapid indoctrination results in neural decay. Shepard shows no signs of being subject to either, although if TIM is using a "Direct Control" form of tech, it is logical to assume that both Shepard and Anderson are already implanted with Reaper tech to some degree.
Finally, it is unlikely that the tech TIM uses is more advanced than Reaper Tech. TIM personally oversees his more important projects, yet when pressured, he seems utterly confused about how his "upgrades" are supposed to work. In all likelihood, they are direct prototypes based on experimental reverse engineering. Their function may be theorized, but not known. That Cerberus could have both enhanced performance and removed detrimental side-effects on the victim seems unlikely.
If the Catalyst could take control is unknowable given what little evidence is available about its very nature.
If Indoctrination Implants can result in direct control, and Shepard is indoctrinated, then yes, Harbinger could take control of him. However, the fact that Saren needed "upgrades" beyond his indoctrination implants suggests otherwise.
The end deductive verdict: Plausibility of Control is Highly Unlikely given available evidence.
