We know that the universe has been around BILLIONS of years, we dont know when the reapers were created, but it can be assumed there's a hell of a lot more than what showed up.
And yeah Harbingers inactivity within the game also disappointed me, it didn't fit in well, i figured it was because he didn't have any opportunities for contact, and at the end when he was silent it struck me as odd as well, hell he didn't even GROWL all that much.
Also i just took a look at information from Mass Effect 3: Final Hours and it isnt looking good for INDOC theory, apparently the staff ALLOWED it to be this way, they liked it, they removed a minute of talk time with Anderson before he died, a boss fight with TIM because and i QUOTE "It felt too videogamey"
I'm starting to FEAR this is just a complete and total case of incomprehensible incompetence...

im thinking...when i start the last mission where i go to TIMs base. Anderson asks you if ur ready for it. The paragon choice (upper right) is "no, we wait" and the renegade choice (lower right) is "lets do it" (or something like that, my game is german). why are u forced to do a renegade choice to start the mission?[/quote]

But, if you think about it, there are only two options:
1. The endings are real, in which case, I personally believe they could have done better.
the ending is touching in a way, but far from what I expected.
2. There is some top secret project going on which will present the "real" ending, in which case they obisouly wouldn't document it in an app for everyone to read.
In the end, Indoc Theroy is still just a theory, which makes a lot of sense for me and I hope there is something right about it.
Also there are several tweets that don't downright decline this, but asking for waiting some time.

Ha ha, not everything is a paragon/renegade choice!
One just allows you to continue gathering assets. No paragon or renegade points are offered in either and both are delivered pretty neutrally by Shepard.

I am pointing on the outro video of ME2 where you see the reaper fleet moving in from different angles, there you clearly see different looking reaper ships.
