I just learned from another forum that Kelly was an NPC in the Docking Bay. I never saw her there once, and I visited the Docking Bay (and ever area of the Citadel) everytime I returned (which was a lot because I did every side quest I got) and I always opened the map to see who to talk to.
Anyone have this issue too?
Kelly Chambers never appeared for me

Some think it's a bug, others think you must have Dinner with her in ME2 for her to appear.

Plus she has to have lived through the end of ME2 and not get liquefied by the Reapers.

She appeared in my game; these are the things I had in place for her appearance:
1.) She survives ME2.
2.) She is romanced.
3.) She is told to take care of your fish.
4.) You have the Prejak Paddle fish in ME2 and it doesn't die.
