But we also told them to make him more like Sov talk creepy when needed in Arrival he was doing that people did like the new Harbi then he got removed. The way they set him up in 2 was the villain you don't just remove such a big peice and then expect people not to complain. We said make him less spammy because we also all knew he'd still be the boss in 3 then he gets removed and replaced by three antagonist TIM, Lang, and star brat not a good trade.

It's possible that the reaper propaganda that TIM was spouting affected Harbinger's talking. In all 3 games we always had one main character/source going on about how mighty the reapers were throughout each story; in ME1 it was mostly Saren, who was indoctrinated by Sovereign and he barely spoke in comparison because he had a mouthpiece to speak for him. In ME2, there was no fully functional indoctrinated puppet as a main threat--it was just prothean husks without a brain of their own, and thus Harbinger himself had to speak. Now in ME3, we have TIM giving seminars on how awesome the reapers are every time we speak to him. With TIM constantly talking about how fascinating they are even right before meeting the Catalyst, there's not really much else to do other than state your purpose, encourage Shepard to make a decision and taunt him with the threat of hopelessness.
That being said, I still wish Harbinger said a few things. It's possible that TIM's lectures is how it found "another way" to get its agenda across to Shepard without having to do it directly like with the collectors, but I'm just theorizing. If TIM wasn't the reaper ambassador of ME3 Harbinger might've had a more vocal presence. Reapers usually go on about how awesome they are, how pathetic you are, what's going to happen to you, and how you can't do a damn thing to stop it. TIM unfortunately says most of that for them.
