What he was saying is that he got the character pack in a veteran with a silver outline. You can still unlock characters in veteran packs, but you don't get as much xp. If you unlock them as a a rare (gold outline) you get 100,000 xp for that character whereas with the uncommon (silver outline) I think you only get 50,000. They characters are uncommon, but to get them with the free 100k xp is rare.

Since i got the widow i got another one in every spectre pack.
and maybe i depends on what items you use.
i use MPs and shotguns very rarely but i get in most packs MP and shotguns or mods for them

People have said it sometimes depends on the time of day, due to the "seed"... so if you buy a lot of packs all at once, you have a greater chance of duplicates.

You sure about this list? I have gotten human stuff in the Silver packs as well. Plus I have gotten more characters in the Veteran packs than I have the Rare packs.

You can check the rarity of the cards simply by observing their borders when they appear in your packs. Packs typically contain a combination of rarities.

You're not getting duplicates, you're getting upgraded versions of that gun. You start with the lvl 1 weapon, and each one you get increases damage & lowers weight, and may have other benefits as well. There are 10 levels of weapons in multiplayer, and the difference between a lvl1 and a lvl10 is very significant. The game won't ever give you something you already have, but yes - the "upgrade" reward tends to be more common than a new weapon.

I know why Bioware would not like this, they would like people to keep playin' or payin' to get the chase rare gear that one uses. Other than that business reason, I don't see why a player would not want this.

A Spectre Pack guarantees you with 1 gold or better. That's just 1 out of 5 cards in the pack, it doesn't say anything about the other cards, though if you get a medigel card, it will be a stack of 5. But these other 4 cards may still give common weapons or customizations, or silver (uncommon) weapons or customizations, or even more gold (rare)weapons and customizations on top of the guaranteed one. I've never seen a Spectre Pack containing 2 N7 items though, I have a hunch that's just not possible, but who knows?
I actually got more silver weapon mods from Spectre Packs than I got silver weapon mods from Veteran Packs. It's all random.
The downside of Spectre Packs giving lower quality customizations, weapons and mods in addition to the guaranteed rare+? It reduces the chances to get rockets or medigel. Yes, that upgrade to your Phaeston or those extra customizations for your Asari Vanguard/Quarian Engineer/Drell Adept/etc. could've been 5-packs of medigels and rockets, or even consumable supplies.
Most people stay with the Veteran Packs only for a short while, moving on to buy Spectre Packs before they even maxed their uncommon weaponry. For these people, and actually all people, even those who did max every single weapon in game: the Equipment Packs are your best bet at getting those consumable supplies, and when they're not available, the Recruit Packs are your best option. Though they only yield grade I armor/ammo/weapon bonusses, they're your most constant and reliable supply of clips, survival packs, medigels and rockets.
20,000 credits = 1 Veteran Pack = 4 Recruit Packs
60,000 credits = 1 Spectre Pack = 12 Recruit Packs
1 Veteran Pack may yield a stack of 3 medigels. But keep all those other cards you might get instead in mind, they can still yield common and uncommon weapons and customizations.
1 recruit pack may have additional customization cards, but only the common ones. Effectively, your chance to get that 1 medigel is a little higher than your chance to get the 3 medigel from a veteran pack.
When repeatedly buying 4 recruit packs you will probably avarage out around 3 medigel per 4.
When repeatedly buying 1 veteran pack, you will probably avarage out around 2 medigel each.
1 Spectre Pack may yield a stack of 5 medigels. But keep all those other cards you might get instead in mind, they can still yield common, uncommon and rare weapons and customizations.
1 recruit pack may have additional customization cards, but only the common ones. Effectively, your chance to get that 1 medigel is a noticably higher than your chance to get the 5 medigel from a spectre pack.
When repeatedly buying 12 recruit packs you will probably avarage out around 9 medigel per 12.
When repeatedly buying 1 spectre pack, you will probably avarage out around 3 medigel each.
I use Medigels in my example, but the exact same thing applies to rockets, ammo clips and OPS Survival Packs. If you need to stock up on those, then hope there's either an Equipment Pack on offer, or spam buy Recruit Packs.

Yes, there's a small chance (around 5%) for the card to roll on a higher quality grade than the normal quality grade of the pack. This is always 1 quality grade up. So:Protector_Of_Earth wrote...

-You can occasionally get uncommons in Recruit Packs, but still no rares (2 quality grades up) or N7 (3 quality grades up)
-You can occasionally get rares in Veteran Packs, but still no N7 (2 quality grades up)
-You can occasionally get N7 from Spectre Packs (about 5% chance to get some N7, and since there's 11 weapons of that grade, your chance of getting a specific one you're after is less than 0.5%.
