The question is this:
After killing a bunch of Arl Howe's men in the Pearl I came back to Master Ignacio and he suggested that I look in the chest behind him. The problem is that he didn't give me any reward and the chest only contained two more scrolls. There was a message saying something like "You received a reward for killing ...", but no reward was actually given. Is this a glitch?

I don't think you get any reward until you finish the whole chain. Because yes, I didn't get anything except for more contracts after the first quest. But after you finish the next two you get rewards.

there is rewards in that chest atleast if you open it BEFORE you talk to him each time.

I've never received a reward for the the first, but afterwards I always get something. I'm on the PS3.

I did get a reward, a low level rogue set of gloves. But...you have to do the first quest after you get the scroll, and you have to look in the chest for your reward before talking to him (I think.) No reward otherwise.
Often, it seems that the rewards aren't so great.
But, the ultimate reward isn't in the chest. It's at the landsmeet, if you finish the last quest.

You can get a vote in the landsmeet by completing the chain of quests.

Oh. Didn't realize that. I do the quests because they give you a set of Red Jenny Seekers, which I need for my Backstabbing Rogue. I didn't realize that they also give you a vote. Who, in particular, is influenced by these quests?

There's an additional NPC that adds his vote to the Landsmeet. Seems like the boy's father (from the last quest where you help the Crows deal with the kidnappers).
He says something along the lines of "The Warden helped me in a...family matter". Of course if you kill Ignacio after the quest you won't get his support.

It also unlocks some special inventory from Caesar. I bought a decent mage robe there.

The Crows quests are fun, if a bit all over the place, and the rewards are lackluster.
You get a Landsmeet vote, Red Jenny Seekers and access to special inventory of Cesar. Where you can buy THE ugliest helm in the game (Executioner's helmet).

I could have swore one of the rewards along the way was a crossbow but it wasn't memorable and I probably vendored it. Maybe a Precision Geared Recurve crossbow like the one for sale off merchant in orzamarr.

One of the rewards was indeed a crossbow, just played through all of the guests in this. And I think there was also something earlier in the chest, though nothing worth much, just sold it for the coins. For me the most interesting thing was the kidnapped boy, and the way Ignacio speaks about him, though. Have to wait to the Landsmeet and see what the man there has to say about it, but I kind of got the impression the kidnapped boy actually was of greater importance...

I found it to be extremely funny if you start another conversation with Master Ignacio after you first accept the job. Of assassinating the people he trys his best to not say anything incriminating. But if you keep egging him on it's funny to see him blow a gasket and tell one yes just kill the people and come back and ill pay you basically.
