Okay I am wondering how to convert an elf hairstyle to a human hairstyle in dragon age origins.
I found a hairstyle called ef_har_ande0 that I would like to convert to a human female hairstyle (hf). THe primary problem is that the top of the hairstyle is floating around my character's shoulder's on the morph. Any advice tutorials or the like would be appreciated.

This has been covered a number of times previously (and quite recently as I recall). A search should turn up something.
Basically you need to edit the model, scaling and repositioning the mesh to fit the Human rig. This is not something you can do in the toolset.

I suppose this question is related: can you simply reposition the mesh of hair with the toolset? I was trying to apply a female elf hair style on my male elf (mostly for the longer hair) but found that unfortunately the female model is placed much lower... I have had some experience with 3DS max a while ago. Although if the only solution is to import/export the hair mesh model with a renewed axis position, I don't think it's worth the trouble/time of re-installing 3dsmax just for that.
If all else fail, is there perhaps someone that would have posted modified files for hairs for the elf model?

No, you can only do it in a 3D app (Max or otherwise). The mesh not only needs to be repositioned, but also re-skinned/weighted to suit the different rig.
