I've been waiting over two years to put a widow round in his metallic carapace.

I think he was mentioned once in ME3. After listening to him assume direct control and threaten me with unspeakable torture with every other breath in ME2, I don't think he had a single line.

What gives, Bioware? Instead of the enormous, hulking, all powerful, ready made badass of a villain, we get stuck with Casper?

You're better than that.

He's mentioned twice, actually.  The Reaper on Rannoch recognizes you because he's spoken with Harbinger about you.  And toward the end of the game Hackett mentions that Harbinger and a few other Reapers are breaking contact with the fleet and heading to London.

The second mention is typically the sort of thing that you have immediately before a direct confrontation between the protagonist and an antagonist.  But it never plays out.

On another note, while that one comment seems to suggest the possibility of a confrontation between you and Harbinger, the sad fact is that such a confrontation would have just confused newcomers to ME3.   Harbi's barely mentioned at all in ME3, so people who hadn't played ME2 wouldn't have had any real sense of confrontation when dealing with Harbi.

I would have liked to confront Harbinger "directly", too, but honestly, how? Even for Shepard... I mean, yeah anyway. It just brings me back to ME1's awesomeness that it was to confront Sovereign, well indirectly anyway via defeating the controlled body of Saren that is, it's still a confrontation against Sovereign and... let's say it again please, Sovereign was way more intimidating than Harbinger.

The issue with Harbinger is the constant repetition of his useless, non-intimidating, almost embarrassing one liners during battle, which made it annoying way before the ending came and almost made him some sort of a farce of a Reaper, like he's trying hard to be a bad ass Reaper while his brethren watch him yap his nonsense from dark space. At least, in ME3... he shuts the hell up, lands, and kicks some ass, finally, it almost makes up for his comedy in ME2... almost.
