I can travel to the system and planet, but it will not let me scan the plant or land. For reference I have completed some citadel quests and initial Turian rep quest.

I have looked around online and I am not seeing this as a pervasive problem. Is it just me? When I orbit the planet, all I get is "B leave orbit" even though there is green text hovering over the planet saying "Find Artifacts".

I see that the topic has gotten 115 views...but no suggestions for a solution or word on how to fix? Is this a game-breaker that will require me to go renegade despite my strict paragon play-through?

Is this a different Aria mission? After her one to bring the gangs together? I do know that some of the missions, even though you get them, do not open up until other areas of the map open up.

You need to use the left-trigger scan in the system to find the item before you can use the scan on the actual planet to find it.MikeKelley wrote...

I did that and it didn't work but when I scanned it again it somehow did work so you might need to scan it a few times..

Same problem here. Will try to scan few times, but I doubt it will help. Or you have to scan it multiple times here (and also multiple times escape from reapers?)?
Edit: Seems working, though I was sceptic. It really helps to scan twice or moretimes, before you can enable scanner. Though, you will need to escape from reapers.

I had no problem with the Aria quest but I did have one planet that was highlighted in green and the flashing white indicating a mission on the name of the system but I don't remember what planet it was. Maybe it's a random bug that occurs in the game? Scanning did nothing.
One quest I never finished but disappeared from my journal was the one given by a politician that is on the phone trying to find out about his son. The marines outside the entrance to Purgatory were talking about him but I was never able to speak to them or get a mission from listening to them. The guy disappeared from where he was and I never found him again. I don't know if the planet in question was related to that mission or not.

Turns out I didn't left-trigger scan the planet before I went into orbit, so it never allowed me scan/send probe. I wondered why this didn't occur to me, and I think it's because (and correct me if I am wrong), this is the only mission so far that points to the planet you're looking for and still requires you to scan it before you enter orbit.
For example, to complete the "Save the Students" quest once you get it, all you do is travel to the planet labeled "Save the students" and you get the "Land" prompt--no need to scan it before you do so. I had no trouble scanning other planets for wreckage or war assets because they were unlabeled.
Weird, but thanks for the help, and glad to hear that others have the same subconscious hangups about the tiniest iota of interface inconsistency. I blame myself

Make sure you qualify for the following conditions:
1) "Aria: Blue Suns" is still an available quest
2) You've already spoken to Darner Vosque, and you've chosen not to kill General Oraka
3) You've spoken to General Oraka
4) You've already spoken to Kannik at the "Cipritine Armory" store
