Yes I have plans to do both of those at some point. Ashley's will be far easier because the texture is very close to Liara's from Ashes DLC armor. So I could make it with little effort. Garrus's outfit will require more time.

EDIT: I've used both methods successfully before but for some reason it just doesn't work anymore. Every time I try the older version of Origin, I get the same result of Texmod not putting the textures into the game.

The two easy mistakes are:
1. Not running ME3 exe through Origin but via it's folder causing issues. and
2. Not manually browsing to ME3 exe through texmod, but selecting the 'recently opened' exe out of the drop-down list, which also causes issues.
Other culprits: Antivirus software quarantine.
Easy test: don't load any tpf's go into the game in logging mode (second tab in texmod), and make sure the textual info overlay is turned on (draw control and texture info). You can see straight from boot whether texmod is running properly or not that way.

Did you try it with ME1 or ME2, bypassing Origin completely? See if it's really not something you're doing different in the launch-process with Origin? Otherwise, maybe your texmod's been walled up by your virus-scanner.Ninja-Cadillac wrote...
Tried your suggestions, Ottemis, and it seems to be that Texmod is the issue. Ran it in Logging Mode but the overlay never showed up.

I do know that AVG 2013 specifically actually causes issues with the temp texmod creates on launch, and won't allow it to do anything at all, even when the exe is in allow-listings. If you use AVG and have recently updated, that might be what's causing your issues.Ninja-Cadillac wrote...
Tried it with ME2 and it still wasn't working, already told my anti-virus to avoid blocking Texmod all together so that shouldn't be a problem.
AVG can be shut off for 10 mins, or you can greenlight the folder your texmod is in, I don't know of other fixes, those are just two.
It might be a similar problem with a different virusscanner. Can always try and redownload texmod to a new location, and see what kind of fun popups you get thrown at you on trying to use it. That's all the advice I can offer anyways, good luck!

Here's a really detailed tutorial on how to edit files and such. What you want to do is pretty simple though, so I'll just give you all the direct information you'd need.
Basically all you're going to be doing here is dragging and dropping your image over Smarteck's replacement, then testing it in game to see if you like it. The lighting is going to affect it by the way so it might not look as awesome as it is does in say Photoshop.
I believe the file in Smarteck's menu replacement in the OP is a .jpg. If you have Photoshop, you'll want to save it as a .dds file. If you don't have PS, then use GIMP instead and plug-in.
Once you do all that, go back to your .def file that came out when you extracted Smarteck's menu file. You should see: "0xE52FD6C6|MASSEFFECT3.EXE_0xE52FD6C6.jpg" Go ahead and change that to "0xE52FD6C6|MASSEFFECT3.EXE_0xE52FD6C6.dds" if you changed the file format and save. Also: if your texture and the definition file are in different places, you'll need to specify the location of the file. So for example, in my case my .def file reads:
"0xE52FD6C6|C:\\Users\\PK\\Desktop\\me3\\WorkingFiles15\\MASSEFFECT3.EXE_0xE52FD6C6.dds"
Go ahead and save it.
Anyway - once you do all that, go to package mode. Put your name as the creator name and a description of what the file is. Set the definition file as the file that you saved over that came out when you extracted Smarteck's menu file. Then press build, Texmod should hang for a second then say 1 texture added. Type in a name for your file and save it. Then just run it normally and see if you like the results, did it right.
