No you don't need to do that. Just load for example the Tali Mod and it will work. But it wouldn't work for Garrus because they changed his appearance. It just works for Tali and Samara, I think.

The textures for ME2 are logged in the Tex.log file as MassEffect2######. For ME3, they would have to have a MassEffect3 code.
I got Tali to work in Mass Effect 3. As well as Legion.

Did you rename BOTH the masseffect3.exe and the texmod.exe?
Also make sure that once you have the texmod launch through origin, that you switch back the names of the .exe's
