I think you are doing it wrong. You only get the "Installation-message" when there is no masseffect3.exe present. You have to move texmod.exe to the same folder that contains the original masseffect3.exe. Origin does not check, if the ME3-exe unmodified or not.

You're probably seeing this seam because the face is a completely separate mesh than the hair/scalp. BioWare did the same thing for DA. So, if the face texture is enlarged and sharpened and the scalp isn't, there's going to be a visible seam because they're at different resolutions.
