Uhm...yes. I have 41 mods that I use right now, and those textures alone are 625mb. If all the textures in the game was 4000x4000 the game would had been a lot larger. I lost any faith in gaming. Lazy developers and greedy publishers. Thanks to c*ntsoles, games quality is terribad nowadays.
And with these mods we only get a few textures in every scene in high res, if all these textures would have been that big you would've needed quite the computer to run the game. Not to mention the load times between each level would have taken a lot longer as well.
And not to mention the time it would have taken to make two sets of textures for everything. One set for consoles and a whole another one for PC. It would have taken too much time and cost too much.
If you are expecting the next gen. to have 4000x4000 textures, you're gonna be disappointed.
So in other words, lazy developers.

Double checking it now.
Edit: Yep, I missed some stuff. Picking them up now, and all the models/animations for this DLC.
I made a .bat file that combined with umodel.exe and the texture.tfc, chartexture.tfc,movies.tfc and that other one, will extract all the textures from all the .pcc files included in the extended cut DLC. You just have to have all the .pcc files in the same folder as the previously mentioned files, and the .bat.
Not hard to do thanks to ME3explorer.
This includes all the blood effects, included all the bloodsplatters, even from stuff like the TIM conflict. Around 3gigs in total for all the stuff. Remembering thats not just the texture files, that everything, models included.

Now that Dead Meat has figured out some tricks to doing human skin in high res, could you attempt underwear Shepard again?
Long time ago I left the HR skin of Kaidan in Skydrive. Is not perfect, but looks more human than the default.
Here is not very noticeable, because the image is 4096x4096 and "Imgur" has compressed too:
The original file in the "MOD" has much more quality.
EDIT: The MOD also includes the head and neck.
//////
Ah, that's sexy! I hope someone can do something with this or maybe improve the transition between neck and torso since there's a really bad difference in the way the skin reflects light (body is way more shiney than neck).

...
There are over 1000 .PCC files. Those are heavily compressed files. Currently ME3 equals around 3 or 4GB's worth of PCC's...
There are ten PCC's in the Extended Cut DLC. Extracted its over 3gb's. I'm currently extacting all of ME3's resources. I'm estimating around 50gb's, or not 100gb's of textures, animations and models.
Now x that by at least 3 and you get the size of the raw files the dev's are working with. Then x it by another 2 for all the files used to make the movies, various models, backups etc. Then, and only then, consider what all that would be like in 4000x4000 textures.
Thats why we can't have nice things. Because not every gamer, PC or otherwise, has a bottomless pit for a HDD and RAM. Then think of the cost of running a company that has a PC for every dev, texture artists, all the movie guys, various concept artists, level designers, programmers, modellers, animators etc etc, that can run up all those resources. It isn't lazy, its not wanting to turn into the next bankrupt game developer.

If I tracked down the texture models for blood spatter effects in the extended cut dlc file, would you consider doing it? That would take away the need to capture them.
If you find the file I edit. Just make sure to extract in format "DDS".

After Harbinger land on the Beam, your game is automatically saved... now click "start", go windowed mode and go here
C:\\User\\"your_pc_name"\\Documents\\Bioware\\Save\\"your_character_savefolder"
Now, rename your "AutoSave.pcsav" file to other name like Save_0101.pcsav
Wolalaa
Now, you can select your save in the menu as any other normal save and play from this location

I hope some one can do a dark greyish collector armor retexture
That would actually be pretty easy. The Collector Armor is actually one of the best armor textures in terms of quality and detail. But simply changing the colors on something like that takes just a couple minutes in Photoshop.
Update:
M-11 Wraith high resolution incoming shortly. I don't know how many people use this gun or even like it. Using the solider class I love it as it feels like a shotgun and does good damage. The Geth Plasma shotgun does good damage too, and even a bit better, but lacks the "shotgun" feeling. Also it's odd at close range with regard to pellet spread, so I rarely use it. Great for squad mates like Tali, but not so much for me. It is for these reasons that I typically use the M-11 Wraith.
The orignal texture itself isn't so bad, but the lightmap is TERRIBLE. One of the worst I've seen to date. It's 256x256 and blurry as hell. It pretty much obfuscates any detail you can put in the regular texture making editing of the thing very hard to do. Also the M-11 Wraith says "M-44" on it. I have corrected this as well. It now properly displays "M-11" on the side of it. The normal map is actually decent, albeit small. I may or may not mess with that. Not everything really needs adjustments to the normal maps to look good.
Update 2:
All tested and ready to go. You can download the file here:

These are already completed, for lack of time, I did not do a job very deep into them (they have many details, of course), but definitely look better than before. I hope tonight modify the Post (within about 5 hours).

I'm on a roll today. New M-77 Paladin coming up. This one retains all the origianl details and adds some more. Also contains a new normal map and specular map.Oh, did the same with the M-96 Mattock as well. Probably going to put together a high resolution weapons pack at this point.
The M-11 looks great. Thank you.

Anytime. That one was really hard to get right as far as the lighting goes. Finally figured out a trick with Photoshop. Makes things much easier. The textures weren't really the problem, it's always been normal maps and specular maps. Now that I've got both figured out, I can finally do these pretty quickly.
I did the Mattock real quick for the hell of it. I know you already did one. Hell I've been using yours every day since you put it in the post. Well at least on days when I played the game. I don't think mine really looks any different, but it was sort of a personal challenge to myself. When I started this there were a few textures that gave me tons of trouble. N7 Defender, M-11 Wraith, M-96 Mattock. Those were among the three I wanted to finish in high resolution since the day I found out you could mod this game's textures. Now I've done all three.
Updated Widow pack. Also nearly done with the Graal Spike thrower.

Screenshots of the updated Widow Rifles Pack. Sorry no comparisons with the stock textures this time. I got lazy. The in-game shots actually show my N7 Defender armor, M-77 Paladin (though it's compacted and hard to see from that angle), M-11 Wraith, M-96 Mattock and the respective Widow rifles.

Screen shots with comparisons of the M-77 Paladin v1.2 and the M-96 Mattock v1.0. Both contain new normal maps and light maps.
