As I posted in another thread, the citadel is the deus ex machina of ME3. Anytime there is a glaring plot issue they use the citadel's space magic to fix it.

-Where do we put the crucible? Citadel

-What is the catalyst? Citadel

-How can we make Earth a priority? Put Citadel in Sol with space magic.

-How can we give Kai Leng/Cerberus a real role in the plot? Attack the Citadel

-Where should Shepard solve the reaper crisis? Citadel

-Where should the final confrontation with TIM happen? Citadel, TIM uses the same space magic the Reapers used to get to Sol.

-Where should Earth conduit send Shepard? Citadel.

Without the Citadel space magic Shepard has no real reason to return to Earth. Earth has no higher priority than the Turian or Asari homeworlds (which NPC's routinely point out). Since all the hype revolves around saving Earth as opposed to "save the galaxy" the writers invented a way to prioritize Earth.

Now that you mention it... that does seem messed up. The whole game (me1 and 2) i kinda made my shepard act like earth is no better than any one elses homeworld. Having all this going around asking everyone to help earth does feel odd now.
